- Applicants must have a father, mother, or legal guardian who is a full-time active employee (not on disability) of the police or sheriff's department or a paid employee or volunteer of a fire department in Pennsylvania.
- Selection is based on the essay (20%), grade average (20%), SAT or ACT scores (20%), community service (25%), and academic prizes, awards, hobbies, and school and outside extracurricular activities (15%).
- Children of law enforcement personnel and children of fire service personnel compete in separate categories.
