- Applicants must be enrolled or planning to enroll as undergraduate students at a college or university in any state and have received an academic honor while in high school; family members must be enrolled full time but drilling Guard members may be enrolled half time.
- Graduating high school seniors must have an SAT score of at least 1000, an ACT score of at least 19, or a GPA of 3.0 or higher.
- Students already enrolled at a college or university must have a cumulative GPA of 3.0 or higher.
- Selection is based on academics, character, and moral and personal traits.
