• This program is open to high school seniors who are members of the Northern Lights Council of Boy Scouts of America, and the Dakota Horizons Council of Girl Scouts.
• Those organizations serve all of North Dakota, 18 counties in northwestern Minnesota, 2 counties (Corson and Perkins) in South Dakota, and 2 counties (Daniels and Sheridan) in Montana.
• Applicants must be planning to enroll at a college, university, or technical school in any state.
• Selection is based on Scouting participation (30%), Scouting achievement (20%), financial need (20%), extracurricular involvement (10%), school involvement (10%), and academic standing (10%).
