• Planning to enroll full-time at a college or university in any state
• Preparing for a career in law or political science
• Must be a member of COMTO with a GPA of 3.0 or higher
• U.S. citizenship required

• This program is open to minority seniors graduating from high schools in the southeastern Pennsylvania region, which includes Delaware and South Jersey.
• Applicants must be planning to enroll full-time at a college or university in any state and prepare for a career in law or political science.
• They must be a member of the Conference of Minority Transportation Officials (COMTO) and have a GPA of 3.0 or higher.
• U.S. citizenship is required.
