• Must be accepted at an accredited 4-year college or university

• This program is open to seniors graduating from high schools in California who have been accepted at an accredited 4-year college or university in any state.
• Applicants must have a father, mother, or legal guardian who is a full-time active employee (not on disability) of the police or sheriff's department or a paid employee or volunteer of a fire department in California.
• Selection is based on that essay (20%), grade average (20%), SAT or ACT scores (20%), community service (25%), and academic prizes, awards, hobbies, and school and outside extracurricular activities (15%).
• First, regional winners are selected; from those, the state winner is selected.
