• This program is open to female minority residents of the southeastern Pennsylvania region, which includes Delaware and South Jersey.
• Applicants must be graduating high school seniors or undergraduates currently enrolled full time at a college or university in any state and working on an associate degree or higher in any field of study.
• They must be a member of the Conference of Minority Transportation Officials (COMTO) and have a GPA of 3.0 or higher.
• U.S. citizenship is required.
