• This program is open to residents of Washington who are currently enrolled as full-time juniors or seniors at a 4-year college or university in the state, including students transferring from a community college. Applicants must be majoring in a field related to public works, such as civil, environmental, structural, or transportation engineering, construction management, environmental science, or public administration. Along with their application, they must submit essays of any length on 1) their current participation in public works and their dedication to community involvement; and 2) what they know about the American Public Works Association (APWA) and how they see themselves getting involved in that organization. Selection is based on academic achievement, dedication to community involvement, activities and interests beyond the classroom, and demonstrated knowledge of the public works industry.
