- This program is open to 1) U.S. uniformed service members (active duty, drilling Reservist, National Guard) who have completed Basic Training or Officer Candidate School and have a permanent disability (50% or more); 2) spouses and children of members who have a permanent disability (50% or more); and 3) spouses and children of service members missing or killed in action.
- Applicants must be residents of Virginia or enrolled at an accredited institution of higher education certified by the State Council of Higher Education for Virginia (SCHEV).
- They must be working on a certificate, associate, baccalaureate, or graduate degree and have a GPA of 3.0 or higher.
