- This program is open to residents of Carlton, Cook, Itasca, Koochiching, Lake, and St. Louis counties in Minnesota and Bayfield and Douglas counties in Wisconsin. Applicants must be 1) a graduating high school senior with a GPA of 3.0 or higher who is the child, grandchild, niece, or nephew of a Vietnam-era veteran; or 2) a Vietnam veteran or relative of a veteran who has completed at least 26 academic credits at an accredited college, university, or vocational/technical school and has a GPA of 2.0 or higher. All applicants must be enrolled or planning to enroll full-time. Selection is based primarily on an essay, up to 500 words in length on a topic that changes annually but relates to the Vietnam war; recently, applicants were asked to write about "Operation Babylift 1975," including an interview of a veteran regarding his or her opinion.
